The Opinions That Work event is all about crystallising best practice in utilising medical specialists, empirical health and claims data, and proactive stakeholder management inclusive of treating health practitioners to drive better outcomes.

There is a clear industry intent to challenge those barriers that have driven adversarial relationships between insurers, treaters and injured parties to date. The focus must be directed towards collaboration and informed action by deploying these strategies in a systematic manner, tailored to individual requirements irrespective of complexity of health risk, compensable or non-compensable nature of claim or injury, or health risk.

The Speakers


Phil LeFevre
ODG Managing Director

Phil LeFevre is Managing Director for ODG, where he's worked for 17 years in the development and delivery of evidence-based guidelines and claims analytics on medical treatment, utilization review, disability duration and return-to-work, including decision-support tools from ODG for both Property & Casualty and Life & Health insurance lines. Phil leads all operations at ODG, including both business and product development. Phil’s objective is for each ODG interface to reflect both evidence-based medicine and ever-growing customer demand for increased functionality and scalability, to make tangible and accessible the results of the latest important and emerging medical information.

During his time at ODG, Phil has overseen development of popular analytical tools for ODG like the UR AdvisorReserve Calculator, RTW PrescriptionComorbidity CalculatorNDC AdvisorRisk Assessment Score and MED Calculator. Phil has managed ODG installations at over 300 different facilities throughout the USA, Australia, Canada, and the United Kingdom, including Federal, State and Municipal installations, as well as installations at more than 15 Fortune 100 companies. Phil is the nationally featured trainer for ODG: Good to Go! and has taught sessions at industry events like the National Workers’ Comp & Disability Conference and the Disability Management Employer Coalition. A force behind the trend among States to adopt evidence-based medical treatment guidelines, Phil has worked with departments in Alaska, Arizona, Arkansas, California, Connecticut, Georgia, Hawaii, Louisiana, Michigan, Montana, Nebraska, North Dakota, Ohio, Oklahoma, Tennessee, Texas and Wyoming. Phil also anchors a popular Webinar series, “In the Know” with Phil LeFevre.



Dr Dwight Dowda
Chairman, MedHealth Medical Advisory Board

Dr Dowda has had extensive experience in General Occupational Medicine, specialising in areas such as disability and work capacity assessment, impairment rating and occupational rehabilitation. Over the past 20 years he has undertaken training with the American Academy of Disability Evaluating Physicians (AADEP), and the American College of Occupational and environment Medicine (ACOEM). In Australia Dr Dowda has lectured extensively on these subjects at medical and legal conferences.

Additionally, he has had significant involvement in the development of the MAA Guidelines for Permanent Impairment Assessment, as well as co-developing the course and teaching material for the MAA impairment training seminars. Dr Dowda has also contributed to the development of the NSW WorkCover Guides in permanent impairment assessment and the WorkCover impairment training programs. Most recently he has acted as consultant in advising Comcare in the development of the Comcare Guides Edition 2.1, as well as teaching medical staff and claims managers in the use of these guides. He currently works in partnership with mlcoa in ACT and NSW, having joined in 2012.



Adam Goldberger
Adam Goldberger

mlcoa Executive General Manager

Adam's 19 years of experience across Australia and internationally has exposed him to diverse industries including technology, professional services, healthcare, corporate finance and mergers and acquisitions. Working in both the public and private sectors, Adam has developed a keen eye for detail coupled with strong relationship building, systems and negotiation skills.

His work has seen him assist entrepreneurial companies to grow and transition into corporatised environments, as well as working with established organisations to drive change management initiatives, encourage innovation and adopt best practice.

Adam is a qualified CPA, holds a Bachelor of Economics from the University of New South Wales and is a member of the Australian Institute of Company Directors.



Kylie Menz

Kylie Gould
mlcoa National Business Development Manager

Kylie has over 20 years’ experience in the personal injury and population health sectors.

She started her personal injury career with nine years working at the Transport Accident Commission in various claims roles, eventually  becoming the Client Relationship Manager for the TAC.

Kylie then spent five years as the inaugural Director for Service Improvement at WorkSafe Victoria, signifying the required shift from a pure claims management focus to one of balance between service and liability management. During this time she successfully developed and implemented a significant cultural change program across the Victorian WorkCover scheme. Kylie also spent time in the US and Canada as part of the first TAC/WorkSafe Victoria ambassador program identifying strategic opportunities for WorkSafe and TAC.

Following her time at WorkSafe Kylie spent two years at Australian Unity (private health insurer) developing their chronic disease management business, Remedy Healthcare,  for insured clients with Type2 diabetes, Coronary Artery Disease, Osteoporosis and COPD.

For almost  5 years Kylie led  the mlcoa Victorian business. Kylie progressed into the role of National Business Development Manager for mlcoa in 2016 .

Kylie holds a Bachelor of Business, Majoring in Human Resource Management.
